A pesquisa realizada conjuntamente pelo IPAM e pelo Centro de Estudos em Administração Pública e Governo da Fundação Getúlio Vargas (CEAPG-FGV) teve como foco as transferências intergovernamentais voluntárias, com os objetivos de analisar os principais fundos públicos federais de financiamento não reembolsável para a gestão ambiental municipal, a partir da identificação da atuação dessas fontes de financiamento e das características dos municípios que as acessaram em 2011, 2012 e 2013; e (2) identificar as principais dificuldades de acesso a esses recursos sob a ótica dos possíveis financiados e financiadores.
